VN 25/04 Technical Coordinator for Destination Earth and other EC Initiatives

The post of Technical Coordinator for Destination Earth and other EC Initiatives is located within the Digital Solutions and Satellite Applications Facilities Division (DSA) in EUMETSAT.

The mission of DSA is to provide a state-of-the-art data service portfolio building on cloud computing technologies, together with managing the Satellite Application Facilities (SAF) Network and their evolution by building strong synergies between both activities. This includes providing digital solutions to the organisation, Member States and Users via a leading involvement in EUMETSAT and third-party initiatives.

In this context, DSA is responsible for managing the Destination Earth 3rd Party Programme and ensures the delivery of the commitments expressed in the related contribution agreement between EUMETSAT and the European Commission.

Within DSA, the post holder works directly with the Destination Earth System Manager, reports to the DSA Principle Engineer and is main focal point for the overall technical engagement between the Destination Earth Programme at EUMETSAT and technical peers at the European Commission, as well as the technical peers in partner organisations in the context of Horizon Europe.

He/She contributes to the evolution of the EUMETSAT data service and cloud service strategies, development of new concepts as well as screening and analysis of new technologies.

The role requires a certain amount of travel within Europe, frequent interaction with other agencies and the European Commission, International fora and working groups.

Duties

  • Respond to technical enquiries relating to Destination Earth, WEkEO or EUMETSAT’s wider digital solution collaborations with the EC;  
  • Be responsible for the definition of the scope of engagement and establishing technical proposals on Horizon Europe calls in relation to Destination Earth;
  • Coordinate the technical aspects with the stakeholders, the EC and the relevant teams inside DSA and EUMETSAT during the creation of the call and during its execution;
  • As part of the stakeholder coordination establish and lead related workshops and conferences as necessary;
  • Contribute to the annual budget exercise and management of industrial support contracts within the context of DSA;
  • Provide budgetary estimates in the context of Horizon calls but also in the wider context of Destination Earth planning;
  • Awareness of technology trends in view of their impact on the organization and relevance to above mentioned EC activities;
  • Fostering the development of synergies of 3rd party EC funded digital solutions such as Destination Earth Data Lake and the Copernicus DIAS WEkEO.

QUALIFICATIONS

A university degree (or equivalent) in a relevant discipline such as for example Informatics, Computing, Mathematics or Physics.


LANGUAGES

The official languages of EUMETSAT are English and French. Candidates must be able to work effectively in English and have some knowledge of French.

Skills and Experience

Knowledge and experience is required in:

  • A high level of awareness in modern digital technologies and their application fields;
  • Very strong ability of impact based strategic thinking;
  • Experience in either the migration and / or evolution of complex systems and services;
  • Very strong technical background in ideally one or more fields of: digital solutions, cloud based solutions and data services;
  • Innovation oriented mindset and opportunities-based thinking combined with strong analytical skills in establishing technical but also strategic trade-offs;
  • Direct experience in working with the European Commission and / or activities under the funding of the EC;
  • Excellent interpersonal, team working and communication (both oral and in writing) skills, with a proven ability to apply these to multiple hierarchical levels, working within and across international and diverse teams.

Employment Conditions

The initial contract will be of 4 years’ duration, with subsequent 5 year contracts being awarded thereafter, subject to individual performance and organisation requirements. There is no limit to the amount of follow-up contracts a staff member can receive up to the EUMETSAT retirement age of 63 and there are certainly opportunities to establish a long career perspective at EUMETSAT.
This post is graded A2/A4 on the EUMETSAT salary scales. The minimum basic salary for this post is 7,340 EURO per month (net of internal tax but excluding pension contribution and insurances) which may be negotiable on the basis of skills and experience. The salary scale provides for increments on the anniversary of taking up employment, and scales are reviewed by the EUMETSAT Council with effect from 1 January each year.
