VN 26/18 Lead Marine Applications Expert

EUMETSAT is Europe’s meteorological satellite agency, operating a fleet of satellites delivering Sentinel-3, Jason and other marine data and related support services to the Copernicus and EUMETSAT user communities.

 Reporting to the User Engagement Manager the Lead Marine Applications Expert will frame the marine user engagement activities, provide expert support to the marine applications user community, organise, manage and follow up the interactions with the Copernicus Marine Environment Monitoring Service (CMEMS). He/she will also support the planning and delivery of marine application training activities and outreach and promotion activities related to marine applications.

Duties

  • Lead the planning, implementation, and reporting of the marine applications user engagement targeting the member states, European Services, global services and related research.
  • Develop the internal and external networks to support the development of the application area.
  • Develop and maintain user engagement plans for marine applications inclusive of required resources and contribute to the cross-thematic engagement management team.
  • Provide consolidated user feedback using the user feedback management process and coordinating with other applications leads for cross-application issues.
  • Define, implement and evaluate online and presence training on the use of marine application products and related data access system and services, with focus on science-based operational applications.
  • Identify, develop and maintain required training resources, including building a network of cooperation with specialised institutions and experts and contributing to the EUMETSAT library of case studies for training.
  • Coordinate with the Copernicus Marine Monitoring Service (CMEMS) and other relevant Copernicus partners, on user engagement requirements and activities, and support coordinated operations and planning.
    • Provide expert support to experienced and new users of the marine data stream:
    • Provide first-line support to enquiries on marine products channelled by the User Helpdesk, and contribute to the management of user feedback across EUMETSAT; 
  • Provide expert input to the generation and evolution of information on the marine products including, but not exclusively, product guides, case studies, web-based information and community web for a.
  • Support other application areas as required, e.g. hydrology and water resource management.

QUALIFICATIONS

University degree in oceanography, physics, meteorology or a related discipline.

LANGUAGES

The official languages of EUMETSAT are English and French. Ability to work effectively in English and have some knowledge of French. Knowledge of other Member State language is an asset.

Skills and Experience

  • In depth knowledge and understanding of the value of satellite observations and other observations in marine and oceanographic applications.
  • Good knowledge of satellite marine products and algorithms and their use in ocean models and the downstream value chain.
  • Experience in working with or supporting an operational or research marine user community and understanding of the other community.
  • Experience in using tools used for processing and visualising satellite products, including understanding of GIS-based approaches and web map services.
  • Practice of scripting/programming languages such as Python and/or R would be an advantage.
  • Excellent interpersonal and communication skills, including presentation and moderating/ facilitating skills.
  • A demonstrated willingness and experience in sharing information and an openness towards users and their perspectives.

Employment Conditions

The initial contract will be of 4 years’ duration, with subsequent 5 year contracts being awarded thereafter, subject to individual performance and organisation requirements. There is no limit to the amount of follow-up contracts a staff member can receive up to the EUMETSAT retirement age of 63 and there are certainly opportunities to establish a long career perspective at EUMETSAT.
This post is graded A2/A4 on the EUMETSAT salary scales. The minimum basic salary for this post is EURO 7,553 per month (net of internal tax but excluding pension contribution and insurances) which may be negotiable on the basis of skills and experience. The salary scale provides for increments on the anniversary of taking up employment, and scales are reviewed by the EUMETSAT Council with effect from 1 January each year.
